The phrase is used to describe someone very good at both arts and sports. The origin of this idiom served as a Samurai Teaching.

Samurai would strive to improve themselves, and the Samurai Laws recommended that “one should be devoted to both literature and martial arts. It is said that “Being Smart and physically strong are two wheels of a cart,” and a samurai was expected to master both studies and martial art in order to acquire the ability to solve things well. For example, if a samurai was too much focused on martial arts, he would become a violent person with no sense of discretion, and if he was too much focused on academics, he would become a logical person who lacked the ability to take action.
